Review Process: A Review Process II, administrative review is required for zoning design modifications, including locating the required parking off site in the lot to the south, and the use of 'offices with clinics, social or human service facility, community services' in the UM zone on a Pedestrian Connector street type.
Project Description: New 82 unit permanent supportive housing with on-site program services and additional space to serve a variety of mental health programs accessed by the broader client population. The unit mix includes 81 studios and one 3-bedroom unit, with common area amenities. Design modifications requested from the UM zoning standards. TDM Plan submitted and Supportive Housing Management Plan submitted.
The Applicant requested modifications to the following Everett Municipal Code sections:
• EMC 19.19.030 Metro Everett Use Table, Table 19-1: A request for an administrative use permit to allow the use of ‘office with clinics, social or human service facility and community service uses’ on the ground floor of the new building. • EMC 19.20.320 Weather Protection Standards. A request for a reduction of the minimum weather protection standards along 33rd Street due to the slope of the site. The request is to reduce the required coverage from a minimum of 45%, down to 25%. • EMC 19.20.500 Sidewalks and Pedestrian Circulation, Table 20-16: Sidewalk Standards. Along the Lombard Avenue frontage, the request is to utilize and retain the existing sidewalk and landscape frontage zones as they are in their current configurations in lieu of relocating these features. • EMC 19.34.100 Location of off-street parking. A request to locate the required off-street parking of 1 space for every 4 beds, in an off site parking lot located approximately 200 feet south of the new building. The existing parking lot is located on the northeast corner of Lombard Avenue and 34th Street.
